Juliette Hopkins

Design Director

Juliette is Co-Director of Fleur alongside Joff Brooker and Jamie Bird. Having trained at Central St Martin’s Art School, she is a skilled and experienced interior and exterior designer, having worked in creative industries for over 20 years.

As a Design Director of Fleur, Juliette’s roles are wide ranging and include working with architects on the overall design and layout of projects, the selection of all interior products and aesthetic materials, as well show home interiors and landscape design. She is also responsible for the design input for Fleur’s branding, websites, advertising, marketing materials and e-marketing.

Joff Brooker

Finance & Managing Director

Joff is Finance & Managing Director of Fleur Developments.  Prior to founding Fleur in 2007 with Juliette Hopkins, Joff ran his own manufacturing business for 17 years.

Joff’s role is to oversee the strategy and growth of the company. As acting Financial Director, he is also responsible for sales and income, raising finance and liaising with banks and investors. He also works closely with our Land Director on new projects and opportunities.

Jamie Bird

Development Director

As Development Director, Jamie’s primary role is in identifying land for development and putting together the purchasing deal. Once a site is selected, Jamie is responsible for the planning application, conveyancing details and liaison with all interested parties; from local parish councils, borough councils and town traders. Jamie also negotiates 106 Agreements with relevant councils.

Construction Manager

David is a highly experienced housing construction professional. He is responsible for all aspects of the construction process including technical planning, engineering, quality management, as well as building regulations and procurement. David also manages our Health, Safety and Environmental requirements.

Rachel Goodman

Marketing Manager

Rachel has worked in Marketing Communications for over 25 years. She began her career at O&M PR in London, after which she moved to the energy giant BP, where she was part of their communications team until 2009, when she went freelance.

As Marketing Manager, Rachel is responsible for the writing and creation of all Fleur’s sales and marketing materials, including brochures, websites, signage and after sales packages. She also liaises with estate agents and both the national and local press.

Senior Site Manager

Adrian is an experienced Site Manager who has worked on a wide variety of commercial builds and housing projects over the last 19 years. He has particular capabilities in site engineering and brings both technical and managerial skills.

Adrian’s role includes programming and planning, procurement of sub-contractors and materials, liaising with architects and surveyors and reviewing/amending drawings. He is also responsible for client liaison and final handover.

Gary Chivers

Site Manager

Gary has extensive experience as Site Manager having worked for 6 years with developers Norfolk Flint; builders of bespoke, high quality homes in the North Norfolk area. Alongside the other site managers, Gary is in charge of the day-to-day running of a build. As well as ordering the materials and the management of all the sub-contractors, Gary plays a vital role in keeping the build on-time and on-budget. As a site nears completion, he will also liaise with new owners and manage the final handover.

James Dafforn


In his role as Fleur Developments surveyor, James’ primary role is to monitor and control costs throughout the entire construction stage to provide accurate cost information. His involvement in the subcontractor and materials procurement processes, along with reporting and forecasting procedures, enables control of the construction costs of each project. In turn, James is also able to provide budget and cash flow information for future projects

Hayley Humphrey

Office Secretary

Hayley originally trained in Customer Services. Prior to joining Fleur, she worked for 7 years with Marston and Langinger – the conservatory specialists – as Customer Services Coordinator. Her role includes being the first point of contact, working directly for Fleur’s Construction Manager, David Gluckstein and handling all office administration.

Stuart Gluckstein

Senior Site Manager

Stuart is an experienced Site Manager who has worked in the industry for 12 years. He is NEBOSH qualified, with Honours degrees in both Construction Management and Business Management. He has worked nationally in both the commercial and residential sectors – on projects ranging from £200k to £7m – and prior to joining Fleur, worked for 9 years in a Project Management role for R.G. Carter Group.

Stuart’s role at Fleur includes design development, project planning and programming, H&S management, sub- contractor and materials procurement amongst many others.

Claire Burrell

Accounts & Payroll Administrator

Claire is a part qualified Accountant, having passed AAT in 1993 at Barnfield College in Bedfordshire and has over 18 years experience. Following 6 years at Lex Accounting Centre, where she received her initial training, Claire has worked for various organisations including The Tannery in Holt, Norfolk Country Council and MBM Norfolk, where she supervised the accounts department for 5 years.
